    Beijing Ecarnet Technology Development Co., Ltd. founded in April 2013, formerly known as Sinomach-info., Co., Ltd. invested by NAVINFO and SINOMACH AUTO, is the Secretary-general Company of the Strategic Association of China Internet of Vehicles Industrial Technology Innovation (IOVA) and the Vice chairman of the Automotive Electronics Industry Alliance (AEIA) of the Ministry of Industry and Information Technology. In the past three years, Ecarnet has actively participated in the national "5G New Infrastructure" demonstration projects of Autonomous Driving and Vehicle-to-Infrastructure (V2I) Collaboration and accumulated rich practical experience, especially in the area of planning, construction, operation management and full lifecycle services.
    The company is currently a Telematics Service Provider (TSP) and Business Integrator (GSP) for automotive OEMs such as Volkswagen, and a leading new retail service provider for Digital Automotive Marketing in China.
    Ecarnet started the Internet of Vehicle (IOV) business at the beginning of 2011, engaged in the Volkswagen Mobility Online Service China (MOSC) project, including platform construction, testing, launching and operation, as the Tier 1 supplier to operate and integrate the IOV ecosystem of all of the imported cars for the leading automotive OEM. In April 2018, Ecarnet won the bidding of Volkswagen RTM (real time monitoring) project, to provide 7*24 operation and monitoring services for the imported new energy cars to ensure the driving safety.
    Ecarnet started the Digital Automotive Marketing project from 2017. Driven by AI and big data technology, Ecarnet helps the automotive OEMs and dealer groups by empowering the new retail business to achieve high-quality growth under the hard situation of overcapacity and intense competition.
    In October 2018, Ecarnet founded the subcompany of "Beijing Kuanpu IOT Technology Co., Ltd." with register capital of 10 million RMB, provided "IOT services for smart construction site and IOV services for construction machinery and vehicles (such as Excavators, Muck trucks, concrete mixer trucks, etc.) “ such as in Xiong'an New Area, aims to help every construction site and city in China with the IOT and IOV technology and services, to become a leading company in intelligent construction supervision and services.
    Meanwhile, Ecarnet is also engaging in new business layouts in the areas such as autonomous driving, V2X Collaboration, rail transit information security and certification testing, and digital transformation of small and medium-sized enterprises, etc.

Limited, Deputy General Manager of China Import Automobile Trading Co., Ltd., Executive Vice Chairman and Secretary General of China Internet of Vehicles Industrial Technology Innovation (IOVA), Director of the President Office of China Network Communications Co., Ltd., Deputy General Manager of the Comprehensive Department and the Procurement Department of China Network Communications (Group) Co., Ltd., Deputy General Manager of China Construction Engineering (Northwest) Corporation. Member of the 9th and 10th National Youth Federation. Having rich practical experience in operation and management of large enterprises in multiple fields (Construction, Telecommunications and Automotive), and possessing an advanced international perspective of cross-border integration.

    Formerly served as Director of Technical Department and International Department, and Chief inspector (Level 1) in China Quality Certification Center (CQC) with 25 years of work experience in certification, inspection and testing, and scientific research standardization. Serving as a peer reviewer for the International Accreditation Union (IQNet), chief member of CNAS Product Certification Professional Committee, TC261 member and certification team leader, member of National Standards Review Expert Advisory Committee, International Expert of ISO/CASCO/Working Group on Tracking Global Conformity Assessment Progress. Hosted and participated in 11 national key research and development programs and provincial and ministerial level projects during the 13th Five Year Plan period, Led and participated in the development of 2 international standards, 7 national standards, and 8 industry standards. Hosted the preparation of 11 government department white papers and quality reports. Received 1 invention patent and 6 software copyrights. Awarded the third prize of “Technology promotes inspection“ of the General Administration of Quality Supervision, Inspection and Quarantine of China and the "China Standardization Assistance Award" (Individual Award).

Served as the Chief Data Officer of ADARA and ACXIOM in the United States, and Vice President of automotive consulting firms such as JD Power and Associates. Received the Henry Ford Technology Award in 2000, the Edelman Industry Award in Operations Research and Decision Science in 2005, and the Stevie Product Innovation Achievement Award in 2013 in the United States.
